Name:
First instinct would be Claudia, but the name's meaning literally means lame in Latin.
in fact every variation of claud in latin means lame and was used as names for nuns and people of the church.
Personally with naming I go with a play on the words used to describe the characters examples: characters from a cartoons about 2 girls fighting over milk I'm making are called [Girlay] and [Ley Dibi], since their characters are literally [girl a] [lady b].
Sometimes I'd play around with the hebrew word of something to and mangle it enough that it's unrecgnizable and sounds like a name. For example in hebrew the word for cloud is annan, but that's a manly noun, so you tweak it a bit and you get annana(could backfire if you don't know the language you are borrowing from). it works because a cloud girl is already a pretentious idea so on one hand you wouldn't wonna go too pretentious but you wouldn't want to go too normal because it will just seem weird. although I guess jessica could work. cloud girl seems fine for the most part.
Drawing:
Her outfit is a little girls outfit, but she is tall enough to be teen. If a teen would go anywhere dressed up like this she would not only be picked on by her peers but she would be sent to psychiatric evaluation or home evaluation justifiably. I get that you were going for the whole 80s thing but there are small details that can make and break that look and without them she just looks crazy.
As for her, a drawing is a representation of 3d shapes in a 2d space, a cloud isn't just a solid with squiggles on it, you really gotta sell that she is a cloud girl and for that you need to understand how to draw water vapours like water vapours, and not like chunks of dried up cotton candy flying through the air. The areas where you tried to make the cloud stuff the most
fell through.
Fit in game:
I mean she looks fairly young, if you chop her down one less head in heigh you could land right in the spot for everyone's favorite lolicon to draw ( as long as youd manage to fix her outfit and weird design).
